Ms. Ruria is a results-driven Manager/Administrator with over 15 years’ experience working in the Government and Public Administration Sector. She has a multifaceted background in Security Management, Public and Policy Administration, Conflict Management, Devolution Affairs, Project Planning and Evaluation, among others, based on her experience working for the Government of Kenya.

 

 Ruria has engaged widely in developing and implementing policies that seek to address security matters at National, County and Sub-county levels of Government. She is recognized for impressive success in leadership, operational excellence and organizational development. 

 

Prior to taking up the County Secretary position, she has served as the Undersecretary in the State Department for Cabinet Affairs, the Ministry of Devolution and before that, the State Department for Youth Affairs. In all instances, she also coupled up as the Personal Assistant to the Principal Secretary. Her work entailed administrative work within the State Departments, asset management, supervision of staff and coordinating the Office of the PS and other issues as directed by the PS.  She managed his diary and coordinated local and international travel arrangements, internal and external meetings for the Principal Secretary. Further, she ensured that there was smooth communication and continued close relationship between the Office of the PS, external clients and internal departments.

 

Ruria has also served as the Board Secretary of the Transport Licensing Appeals Board (TLAB), a Tribunal under the Judiciary of Kenya. Here, she served as the Head of TLAB Secretariat where she provided leadership and direction for continuous improvement of the staff working under her. She also oversaw the expenditure of Board’s funds and prepared policy briefs and communique related to Court decisions made by the Board, to appellants and respondents. Prior to that, Ruria was an Assistant Secretary at the Border Management Secretariat, an Assistant County Commissioner in Kirinyaga County and a District Officer in Nyanza Region.

 

She holds a Masters of Science degree in Governance and Leadership from Jomo Kenyatta University of Agriculture and Technology, and a Bachelor of Education(Arts) Degree from the University of Nairobi. She is currently working on her thesis for the Doctorate of Philosophy in Governance and Leadership, at the Jomo Kenyatta University of Agriculture and Technology.

 

Ms. Amy Ruria is a member of three professional bodies; African Association for Public Administration and Management; Kenya Association of Public Administration and Management; and the Professional Criminologists Association of Kenya. She is also an honorary member of the Foundation of Administrative Justice, Canada.

 

She is engaged in philanthropic activities and is a Paul Harris Fellow and a member of the Rotary Club of Kirinyaga and the Kenya Scouts Movement.
