DISPATCH FROM THE COUNTY EXECUTIVE COMMITTEE(CEC) MEETING – 26TH FEBRUARY,2026.
Today, the County Executive Committee(Cabinet) held its meeting at the Governor’s Boardroom, Embu Town Hall. The Cabinet meeting marked the 23rd Cabinet session of the current administration, affirming its continued commitment to structured, consultative, and results-driven governance.
During the session, the Cabinet deliberated on and adopted a range of transformative policy measures across critical sectors, including Health, Lands, Housing and Urban Development, Agriculture, as well as Finance and Economic Planning. These resolutions are intended to improve the efficiency and quality of public services, drive sustainable economic growth, and uplift the living standards of residents across Embu County.
1. The Cabinet approved the Embu County Urban Areas Financing Bill, 2026, a legislative framework designed to provide a sustainable and structured mechanism for financing urban areas in accordance with Section 173 of the Public Finance Management Act, 2012. The Bill establishes clear criteria for the allocation of resources to urban areas, strengthens their capacity for sustainable growth and improved service delivery, and ensures compliance with development partner requirements, including the World Bank’s Minimum Condition 4 under the Urban Development Grant. Further, it promotes consistency and continuity in the financing and management of urban areas as corporate entities with perpetual succession, thereby safeguarding institutional stability beyond political transitions.
2. The Cabinet further approved the implementation of the Embu County Multisectoral Food and Nutrition Security Policy, a strategic framework aimed at addressing food and nutrition challenges through a coordinated, cross-sectoral approach. The policy is expected to enhance nutrition and health outcomes, thereby improving the overall well-being of the county’s population, while also strengthening resource mobilization and promoting efficient utilization of available resources. Additionally, it provides an enabling environment for integrated, multisectoral interventions, fostering collaboration across departments and stakeholders to achieve sustainable food and nutrition security.
3. In addition, the Cabinet approved the Embu County Urban Areas Financing Policy, 2026, which seeks to harmonize and operationalize the various legislative provisions governing the financing of urban areas, with the objective of accelerating structured and sustainable urban development across the county. The Policy provides a coherent framework to support urban areas in effectively discharging their mandates in line with the Public Finance Management Act, 2012, the Urban Areas and Cities Act, 2011, and the County Governments Act, while enhancing accountability, efficiency, and service delivery.
4. The Policy further provides for the structured establishment of urban areas in accordance with statutory criteria, the effective delegation and transfer of specific functions and powers from the County Government to urban management entities, and the development of clear criteria for the allocation of additional resources through the annual budget process. It also establishes mechanisms for the coordinated implementation of urban charters, including the transfer of functions and revenue-raising powers, to ensure clarity of roles and prevent duplication of functions and expenditures. Additionally, it outlines a well-managed transition framework from county departments to urban areas, thereby guaranteeing institutional coherence, fiscal discipline, and the long-term sustainability of urban service delivery and development.
5. Additionally, the Cabinet approved the Supplementary Budget for the Financial Year 2025/2026, aimed at aligning resource allocation with emerging priorities and enhancing the effective implementation of key development programs.
6. Finally, the Cabinet deliberated on and adopted the County Fiscal Strategy Paper (CFSP), which sets out the Departmental expenditure ceilings. The CFSP will guide the formulation of the budget for the Financial Year 2026/2027, ensuring fiscal discipline, strategic resource allocation, and alignment with the County’s development priorities.
7. In conclusion, the Cabinet reaffirmed its commitment to prudent financial management, effective service delivery, and the accelerated implementation of priority programs across all sectors. The resolutions adopted will strengthen institutional efficiency, enhance accountability, and ensure that county resources are strategically deployed to achieve sustainable socio-economic transformation for the benefit of the residents of Embu County.
