The National Agricultural and Rural Inclusive Growth Project (NARIGP)

 

  1. INTRODUCTION

The National Agricultural and Rural Inclusive Growth Project (NARIGP) is a Government of Kenya initiative funded by World Bank/ International Development Association (IDA). The project development objective (PDO) is “to increase agricultural productivity and profitability of targeted rural communities in selected Counties.” As one of the implementing Counties, the Government of Embu County hereby invites eligible Service Providers (SPs) consortia to provide technical and advisory services to farmer and community organizations in any one or more of the following priority value chains to be supported under the project; (i) Indigenous Chicken (ii)Dairy cow  (iii) Green grams   and (iv)Mangoes

 

  1. WHAT ARE THE GAPS AND NEEDS?

The SPs will undertake the following major activities with a view of increasing productivity at farm level and profitability at all levels of the selected value chain;

  • Mobilizing smallholder farmers into common interest groups (CIGs) and vulnerable and marginalized groups (VMGs), building their capacities to plan, implement, manage, and monitor community-level micro-projects along their priority VCs;
  • Federating CIGs and VMGs capacitated above to join existing producer organizations (POs) (or form new ones in cases where none exist) along priority VCs;
  • Providing advisory services on primary production TIMPs (technologies, innovations, and management practices)—such as improved inputs, animal husbandry, and agronomic practices—to increase agricultural productivity.
  • Management of natural resources, particularly soil and water, which are critical to improving agricultural productivity and the well-being of rural communities.
  • Providing technical (value addition), business (planning and management), financial (access to credit/finance), and organizational (leadership and governance) advisory services; and linking them to markets and value addition opportunities.
  • Fostering an enabling environment for the private sector and PPPs to operate and grow.

 

III        APPLICATION PROCEDURE

Interested individual SPs or consortia of agricultural professionals from public and private companies, Non-Governmental Organizations (NGOs), Community Based Organizations (CBOs),  Faith Based Organizations (FBOs), Co-operatives, Academia, extension agents, researchers, input suppliers among others are invited to submit the following documents;

  • A 1 page cover letter for EOI signed by the head of the organization
  • Copies of registration certificates, PIN and VAT (where applicable)
  • Audited accounts for the last two years.
  • Company/organizational profile of the lead applicant describing experience in offering the services outlined in II above.
  • List of relevant work/ services undertaken in the last 5 years by the lead applicant (including the on-going projects)

  • SELECTION PROCESS

The selection process will be conducted in three stages;

Stage1: Expression of interest (EOI) received from organizations that have submitted all required documentation will be reviewed by the evaluation committee. Shortlisted applicants will be notified accordingly.

Stage 2:  The term of reference (TOR) and request for proposal for the assignment will be shared with shortlisted applicants who will be invited to submit a technical and financial proposal. The technical and financial proposal will be evaluated following the guidelines outlined in the request for proposal.

The reason for the re-advertisement is due to the wearing course of the road has changed from asphalt concrete to double seal.

  1. PRELIMINARY REQUIREMENTS
  2. All entries must be typed or written in ink. Mistakes must not be erased but should be crossed out and corrections made and initialed by the persons signing the tender.
  3. The form of bid shall be duly filled, signed and stamped by an individual entrusted with the powers of attorney.
  4. Provide Tender Security as per tender document in either of the following forms: A Banker’s cheque; Bank Guarantee; Guarantee from a PPOA approved Insurance Company; Letter of credit
  5. Each bid should be submitted in a plain sealed envelope with the Tender Number and Name endorsed on the outside.
  6. The bidder shall attach a duly filled, signed and stamped confidential business questionnaire by an individual entrusted with the powers of attorney.
  7. The form of power of attorney shall be duly filled, signed and stamped (Schedule 3).
  8. The tender document shall be submitted complete, intact with no page alterations.
  9. Tenderers shall ensure that the submitted bid (documents) is (are) serialized. i.e (each page in the submitted bid shall have serial identification).
  10. All submitted forms and documents shall be duly filled, signed (where applicable) and stamped.
  11. The bidder’s designated representative must attend a mandatory pre-bid meeting, which will take place on 12th February, 2019 whereby a signed certificate will be provided as proof of attendance.

 

Bidders shall attach copies of the under listed documents endorsed (signed and stamped) by commissioner of oaths/advocate registered in Kenya.

  1. Copy of a valid current year business permit.
  2. Copy of a valid current year tax compliance certificate.
  3. Copy of a Certificate of incorporation.
  4. Copy of a PIN/VAT certificate from KRA.
  5. Copy of NCA registration certificate of roadwork category as per the tender document.
  6. Copy of a valid NCA practicing license
  7. Financial audited accounts for the previous three years endorsed, signed and stamped by a registered external auditor in order to confirm the following:
    1. the current soundness of the applicant’s financial position and its prospective long term profitability(Schedule 8).
    2. capacity to have a cash flow amount of minimum Kshs 7 Million equivalent working capital
    3. Minimum average annual construction turnover of Kshs. 10 Million[Ten million] for the last two years.

  8. Prices quoted should be net inclusive of all taxes, must be in Kenya Shilling and shall remain valid for 120 days from the closing date of tender opening.

  10. Submit two copies of the tender document (original and copy)

  1. All entries must be typed or written in ink. Mistakes must not be erased but should be crossed out and corrections made and initialed by the persons signing the tender.
  2. The form of bid shall be duly filled, signed and stamped by an individual entrusted with the powers of attorney.
  3. Provide Tender Security as per tender document in either of the following forms: A Banker’s cheque; Bank Guarantee; Guarantee from a PPRA approved Insurance Company; Letter of credit
  4. Each bid should be submitted in a plain sealed envelope with the Tender Number and Name endorsed on the outside.
  5. The bidder shall attach a duly filled, signed and stamped confidential business questionnaire by an individual entrusted with the powers of attorney.
  6. The form of power of attorney shall be duly filled, signed and stamped (Schedule 3).
  7. The tender document shall be submitted complete, intact with no page alterations.
  8. Tenderers shall ensure that the submitted bid (documents) is (are) serialized. i.e. (each page in the submitted bid shall have serial identification).
  9. All submitted forms and documents shall be duly filled, signed (where applicable) and stamped.

Bidders shall attach copies of the under listed documents endorsed (signed and stamped) by commissioner of oaths/advocate registered in Kenya.

  3. Copy of a Certificate of incorporation.
  4. Copy of a PIN/VAT certificate from KRA.

  8. Financial audited accounts for the previous three (3) years endorsed, signed and stamped by a registered external auditor in order to confirm the following:
